do I have to clean my tires first?

Yes you should clean makes for a better application

how does it hold up in extreme hot or cold weather?

I haven't used it thru a winter yet but I've had it on two of my cars in up to 98 degree weather and it holds up just fine

Can I apply this directly to a cloth/sponge and then wipe the wheels in order to protect from over spray on the rims?

Yes you can! I spray it and then wipe it off my wheels. Either way it’s the best!
