Does this have the option to set a desired humidity?

No just an adjustable fan speed. But you can turn off the dehumidifier and still use the purifier on it's own.

Does the dehumidifier turn off automatically when the water tank is full?

yes it does and it also tells you when to change the filter. I change the water though every 7-10 days otherwise it is too full.

Does fan speed effect how effective dehumidifier is?

I am not sure, I run my dehumidifier on the first fan and I notice that have not had to empty the water tray as much. So the the answer to your question is maybe. Good question
