I need a system to track electric costs by subpanel...can you recommend one?

I would recommend Eyedro. You will need an Eyedro for each panel. You can then associate them all to one account for real time viewing and get a weekly report with usage and costs. I am monitoring my home, cottage, a rental property and a washer/dryer pair (for kicks).

I have huge privacy concerns! i would love to purchase your product if it didn't require me to upload data. can i run local software without upload

Every purchaser should be cautioned that the displayed functionality will end when the marketer switches to a next product and stops paying for the upload server and to update the mobile device apps. The privacy concern is realistic. Each device in a hone has a different power vs tine profile that can be mapped. Some, like a garage door opener are likely to be easily identified by the current profile and run time. Other, like indoor lamps TV sets tablet chargers, etc may be impossible to distinguish. General information like is/not at home and general activity type; housework, meal preparation,,recreation are readily determined.

Does the Eyedro module run off mains power? If so, what power output is the supplied power supply?

Yes, my Eyedro module is powered by a 120VAC to 5VDC adapter. The manufacturer support info (including product manual) is at eyedro.com/support

How do I do solar monitoring?
