Q: what is the depth of the smaller steamer basket? AND What is the clearance between the larger steamer insert and the bottom of the stock pot?

Upper basket depth 3 5/8 inches, Clearance between pasta insert and bottom of pot 1 1/2 inches .

Q: The pasta insert doesn't fit snugly. The pasta water bubbles up between the insert and the pot so can't rapidly boil. Any help? Return?

I had the same problem and realized I was using too much water. Like others, I would use less water. However, I think you need to put the insert in when you are adding water to the pot. If you bring water to a boil then add the insert and food, the water level may rise too high which is probably causing it to bubble over. That’s my two cents.
