Can these be used outside?

Yes as long as they are covered. Like under a covered porch is where I have some of mine.

If you buy 2 sets can you use one wand to turn both sets on or do you need to use each wand to turn them on?

One wand works both sets. I have them in various places in the house and under our covered porch so I keep one wand inside and one outside.
