What color are the modular cables?

The same color as the PSU (White)

The white power supply comes with white wires or black like normally?

They come with matching wires! I own this PSU in black and it came in black. But I looked at the same PSU in white on a different website and it said the Modular Cables come in white as well as the SATA and PSU.

Can you change the colors on the fan?

Yes, you can change colors with a button on the psu itself. You can choose static colors or many rgb options.

The specs that have to be met to supply a steady, unwavering current of electricity to the highly sensitive and delicate components of a modern motherboard, (eg. CPU, RAM, Graphics Card, etc.) are so far beyond what the Underwriters Labs certify electrical components for that it is like asking if your electricity is good enough for the computer this will go into. UL mainly means it is not a fire hazard. That is a crude substandard criterion for a computer.
