How to prepare this? the powder is not dissolving in water

Any skimmed milk powder is difficult in mixing it with water. First, Just try with 1 scoop or 1 spoon mixing it with water then add 1 by 1 spoon for desired thickness. If you put 2 or 3 spoons to mix at once then it would be a good physical workout. But it will mix gradually. It is definitely time taking process. For a speed up process try some shakers instead.
