Does this require for ot to plug in a rgb port or a argb?

No it doesn't. The single cable from the fans runs to the Icue Link Hub. The hub connects to one of the USB 2.0 headers on your motherboard, along with a pcie 6 pin power cable from your PSU to the Icue Link Hub. Beyond that, it just requires Icue Software.
