How do you program the robot dog?

You press the Demo button to start, enter a series of commands as you wish, then press the Demo button again to finish, and the robot dog will do all those commands in order.

The volume on this toy is adjustable, it makes noise but it's not very loud.

Is this good for a 4 year old?

I think it is, it comes with very detailed instructions to teach you how to use, my 5 year-old grandson loves this!

Dose this robot dog work on carpet?

Yes, it works fine on my short-haired carpet
