how do you test the purity of silver with this kit?

The liquid testers are marked for the metal type… just scratch a small area with the metal and drop one to two drops of the liquid

How do you use the neutralizer. Do you need to use it everytime?

Yes, will not give accurate readings without it.

Why is this product not allowed to be returned? What if the solutions are old or the kit is otherwise damaged??

It is an acid that is corrosive and would need to be discarded correctly and cannot be passed back through the mail.
