Soft. But bad part is lint attaches itself to these very easily and then the baby would suck on them. So I am returning. Maybe plastic might be better. Its a good thought but need a new way that the lint wont stick to it.

I wear these wherever I go with my baby. She actually does use them to chomp on while I'm out. It's especially helpful when I'm out and I forget stuff to entertain her with. They are good solid quality.
