I got these bits a couple of years ago there's no chance that I've still got the box, so I couldn't tell you what country they're from my guess is China but I don't know that for sure. As to the quality these bits work fine. They hold their edge and they fit good quality screws very well

Q: Actual size? which part of this tool measures 45.01cm? which part of is made of "polished stainless steel"?

I believe this is an incorrect write up for the product. They are 57mm long and to be used in an 1/4 drill impact driver. They aren’t stainless either as they come as impact material and finished in Matt black.

Q: Do these fit the Dewalt magnetic screw lock sleeve

It is the standard hexagon configuration for all the bits I've seen/ used. If you have any version with a dimple (allowing for the locking mechanism), and it fits your kit then this product will also work. I bought mine for a Dewalt DC835 screwdriver. Fits perfectly. Don't use anything other than torsion bits, you'll be wasting your money.
