Does it do a dance with the legs?

No, it's just a fabric hat with no mechanical or motorised features. The legs will move if you nod or shake your head rigourously enough, depending on how tightly it fits your head, but such vigourous movement will probably lead to it falling off fairly rapidly. I don't think leg movement was included as, or intended to be, a feature in its design.
