What’s best way to protect the adapter from the rain if outdoors ?

Buy a waterproof box like the one below, I have 5 of them and they work great! https://www.amazon.com/gp/product/B09NLW5HMX/ref=ppx_yo_dt_b_asin_title_o06_s01?ie=UTF8&th=1

One light wasn't so waterproof, can it be opened to dry it out?

No they can't be opened. First set I got done same thing. They said I had to return it and they sent me another set. So far the new set hasn't got any water in them.

Can these lights be turned on when I am away from the house (out of town)?

The Bluetooth connection should keep the phone and the light in a short range, but if the Spotlight is connected to Wifi, it can be controlled anywhere.
