I have not used to cut felt but it will cut cardboard and foam backed lining so I'm sure it would cut felt I wouldn't be without mine and cut all my xmas paper what a doddle it was .I would recomend it .

Can it cut bushes and underlay ?

Only if the bush is a bonsai tree. You need to put a lot of force behind it on thick cardboard. There is no way it would cut thick foam underlay.

Can these cut self adhesive floor tiles ??

I never tried but it cuts medium hardness materials. If the floor tiles are made of lino probably yes.

do i have to take it apart to charge it

Hi, it comes with a plug in charger and a spare head., you do not have to take it apart. Works well, takes a bit of practice if you haven’t used one before.
