Woud this work as a under eye concealer for dark circles?

I'm not sure it has enough coverage to work as an under-eye concealer. Like it says - "medium coverage". But then I've never had dark under-eye circles.

Can this product be use as a foundation.. if you don’t have acne?

Yes you can. I have used it when I had acne in the past. Now I use it and haven't had acne. It works well.

I use light/medium in Almay conceiler. What would that equate to for this?

I bought the ivory one and it was more of a white color and didn't match my skin tone what so ever. Yes I do have fair skin, so if your like me I would definitely use the light/medium one. Not sure if this answers your question. But hope this helps. It helped me a lot.

What color compares to Almay line smoothing beige in the Almay hypoallergenic clear complexion?
