Mine works while it is plugged in charging. So yes.

Does the portable fan battery come charged?

Not fully. But the 8 inch clip on fan could be charged multi ways, such as power bank, DC adaptar, solar power and so on.

some say if left plugged in always instead of charging in between that it'll drain the battery life, fan won't work or charge anymore. is this true ?

I've had fans in the past get messed up from being left on the charger rather than let the battery do it's job and then charge once it needs it. Definitely will mess the battery up.

Does this fan specify the rpm on low, medium and high on the box ?
