Safe? Yes. I don’t see how it will hurt anyone except if turn it on with open cage. Follow the instructions for cleaning. Now if it cause any harm to your eyes or skin, I recommend you to talk to your doctor!!!!

Can it be left on 24hrs?

Yes it can be left on for 24 hours ; but keep in mind. It draws bugs , bugs draw birds and birds poop all over patio.

Can it be used outdoors in the rain?

This product can be used indoors and outdoors. Its waterproof performance is very good. If you want to use it outdoors in the rain, you may need to match with an extension cord and a mobile power bank
