How tight are they on the bottom of the legs? Do they push the fat down below the bottom of the legs by the knees?

They are tight, but not uncomfortable. I have fat, squishy legs and you can see the indention under slacks. I only wear them under skirts.

Are these silky or are they more like cotton leggings? I'm searching for silky style so that my cottons dresses won't cling.

These are silky but not overly so. I wore a pair with a cotton dress and had no problems. I actually love these.

Do these have any kind of control/compression. . . .especially for smaller women?

There is a secondary smoothing effect (your dresses/skirts won't cling), but I wouldn't not say they're compression (and I'm not small). They're really very comfortable. They do not roll up around the legs or down around the waist.
