I don't know about baby Anna bell as we don't have one but you definitely can fit a gd size doll in the seat. It is a very gd sturdy trolly.

What are the little legs on the front for?

They are a safety feature. They act as a brake if your child decides to try and use it as a "pram". It is a very sturdy, solid trolley. I bought it for my 3 year old granddaughter who loves playing shop. It is expensive but very much well worth the money. I can highly recommend buying this.
