Does this product zip on or slip over the arms? My arm rests are not open.

There is no zipper. The description given is wrong. They only have elastic that slips over the armrest. It is also VERY thin. I'd never recommend this product.

I am looking for something to cover the armrest of my power wheelchair. It is 16 inches long and 4 inches wide. Would this fit?

I just took measurements for you. I think they would be stretched to the max at 16 inches.... My chair arms were only 12 inches long so I had some extra material at the ends . However, I was a bit disappointed because the online picture of the arm covers "look" padded and they're not. Probably had to set up the pic that way so we could see the shape, etc. I did end up getting some foam strips/padding to put under mine because they were a good quality product. Hope this helps.

Will this fit armrests 3 1/4 in wide, about 13-14 in long and about 1 3/8 in high ?

Yes, I would think it would fit that. Mine is 1-3/4 high, 14-1/2 inches long and 3+ inches wide. Fits mine perfectly.
