Can you turn this off from the app or do you have to unplug it?

The App is only used for input or edit the text displayed and once the text has sent to the unit it will be stored for displaying when power up without the App . The screen will turn off when disconnected from power source .

Does the app for this support uploading pictures? I’ve noticed some of these do and some don’t.

No you can not upload pictures. It has a bunch of static and animated pictures. You can upload text to sign. Pretty small sign but I use it mainly for home office, for zoom meetings and recording to let others know not to disturb me.

Is there a list of images that can be programmed ? Is there a list of all the pre-installed phrases and languages ?

No list but there are a lot of programmed graphics, the phrases none but you type in tge phrases you want and color of each letter, languages you can use Google translate to change the language or whatever language your using on your phone.
