No the wheels don’t lock. I in my years of having had many trolley jacks have never seen or heard of any with locking wheels. Once the jack has pressure applied to it by lifting a can the wheels tend to dig into the surface which acts as a brake. This is a nicely made jack but i don’t think that it is really capable of holding it’s too stated weight for long
