is this an active or a passive cord?

Not sure why someone said this is passive. The description shows that there is a chip in the VGA side of the cable to convert the HDMI (digital) signal to VGA (analog). You can't have a passive HDMI -> VGA cable since HDMI is digital and VGA is analog.

Does this work with hdmi 1.4 or 2.0? my computer has a hdmi 1.4 output.

I don't know that, but the cable I have works fine with most websites but if i try to stream video from places like Pluto TV, I get the sound of the video but the screen goes black. I'm going to try an HDMI converter that attaches on the original VGA cable of my monitor instead of this cable.
