Why is the Mickey version so much more expensive than the minnie and other girl versions that are only 12.99??

I'm not sure, but it might be the locking mechanism on the chair. I own the mickey mouse version. once locked in place there is no way a kid can fold himself in the chair. In fact it takes some serious finger strength to unlock it.

How do fold chair back up after it’s been locked.

If you are looking at the back of the chair on the left side when the chair folds is the locking mechanism on the outside of it at the bottom there is a little lip of sorts if you push down on it and hold it down it will allow you to fold the chair.
