does the vacuum cleaner have to be switched on when connected to working sander

Yes a vacuum would have to be switched on. With light work the cloth bag is quite efficient, but with heavier work some dust does escape bstwen the sandpaper and the workpiece so a vacuumeould be useful then.

This is barely spinning even on high speed, is this correct? I would say one full turn a second

Not supposed to spin frantically, just recirculate slowly so the paper is subjected to even wear. The orbitration does the sanding work and spinning prevents clogging. So nothing wrong with your machine

Can this be used to sand down walls ready for painting ?

depending on how bad walls are as long as you use the right grade sandpaper should be no problem but can be a very dusty were a good face masc
