Is this suitable for non flexcut tools?

I use mine with Pfeil tools and it works well, through I find the block of sharpening compound is rather too hard for my liking. I use Tormek PA-70 Honing Paste with it which is very soft and appears to work well.I also have a strip of leather (a sample from a furniture store) which I use for for flat chisels. According to online sources T-cut (as used for removing scratches on car bodies) works as well.

Is it worth sharpening the cheaper lino cutters

Yes, but probably not worth buying this kit to do them. Just a file and fine emery paper should do it.

Stupid question but do you need to wear a mask when using the polishing coumpound? If so would a simple medical mask be enough?
