Is the seat back slope adjustable?

The seat back rotates, but does not move up or down. I would not say that it is truly adjustable. My husband is 6’4”, and likes where it hits his back.

Can't tell from picture but are these RUBBER wheels (like on a bicycle) or solid plastic? I need wheels that will NOT slip on carpet or hard floors.

I cannot really tell if they're plastic or rubber, but it's a softer material, like a skateboard wheel or the front wheel of a wheelchair. They have 'give' to them, they are not a hard plastic like you see on the hospital walkers with those small black nylon wheels.
