Hi, yes I would say so, it also has a couple of pockets on the side which are handy, I used mine to keep gloves and wooly hats in. I don't know the exact measurement between each shelf but they just fit my six inch heels in, which are about 8/9 inches altogether so I would say about a 10 inch gap. I also found that to get a bigger gap in between shelves, instead of putting all the shelves in I missed a couple and just connected the poles together. It's a very adjustable item, very handy!PS - ignore the answer that said it cannot hold a lot of weight, mine held my vast collection of shoes with no issue!

Is it possible to buy a replacement cover for this item?

could I use this as a permanent storage for my clothes?

I don’t see why not as I have it filled with what would be considered heavy shoes; just be aware that the space between shelves and the depths of the shelves are shoe size. It also wouldn’t be ideal to “cram” clothing in as you’ll risk damaging it.
