Do I mix with oil, water or glycerine for soap making?

I premix in sunflower oil , and I have some stainless steel balls in my bottle and I just shake it up before I use it . It doesn't mix up in water at all.

Is this titanium ptr 213 safe to use for lip balms and foundation makeup?. wasn't sure if the particle size are ok for skincare.

Why doesn't it say food safe on the label? Only PTR-213

Can i use it for art resin epoxy ?
