Do you need a specific type of sketchbook and paper to use these or is there a type specifically made to handle copic markers?

you can use a normal sketch pad but dependant on quality of paper ink can bleed though

Are these refillable?

Yes I haven’t ever filled myself but you can purchase refill ink

I'm looking for a light skin tone pen would these be suitable?

Yes, they come in a range of skin tones - you can purchase a box of them. My daughter uses these in her artwork (which she sells) and although expensive, she doesn't use anything else.
