Hi, the dimensions say: "30 x 30 x 20 cm", but the lower description says: "51 x 38.5 x 39.5 cm", am hoping the last one is the correct one? Anyone?

Absolutely it can! I've no idea if it is because my cat sprays higher than the average cat but I've had multiple trays and this is the only one that leaked significant amounts of urine (damaging everything around it). I believe the design is at fault here as there is no deal between the pull out tray and the rest of the box, whilst the sides of the tray themselves aren't very high at all. This box has been engineered byt someone unfamiliar with cats or, ant animal in fact, when they are performing their ablutions; such acts can be messy and go further than an inch or so if you use a decent covering of litter. This box doesn't cater to anything but a cat using the dead centre of the tray.

Honestly, anyone reading this, consider whether this purchase is worth taking the risk.

Mine didn't leak initially, it was fine for a good few days,  until I investigated why the smell seemed to be stronger than usual. Only then did I discover that it had leaked around 24 hours earlier,  urine had soaked into the wooden floor, got beneath the bookcase, and more. It was horrendous.

If you do get it for your cat(s) despite this warning be sure to place it in a highly visible area, without anything next to it that could be damaged by cat urine, and check it whenever used for at least a good two weeks.

Does it keep wee smells out of the room?

Depends on the cat, mine has a tendency to wee at the back of the tray and the sealant isn't good enough and I get a puddle at the back of the tray. I have to put a puppy pad under it...

Question 4

What are the dimensions of the scoop/scoop compartment? Any comments as to the quality of the scoop?

The scoop compartment is approx 14 x 23 cms. The scoop itself is very sturdy and after 6months of use is still as good as new. The compartment is designed to accomodate the scoop so there is no space for a larger scoop but the one provided is prefectly adequate . I have two cats who use the litter box . Hope this helped.
