Will this work with Windows 10 ( 64bit) ?

It's working on Windows 10 64bits, but just with the capturer software they give you "Arcsoft ShowBiz", not with VLC or OBS :(Email sent to support... waiting...

Can you use this to stream video from the video source?

Strait from My camera to PC Haven't tried it to the TV if that's what your asking

It says it works with windows 8.1. Is that different from just windows 8?

8.1 is just the upgrade of Windows 8 so should it should work. Just make sure if you have a 32 bit or 64 bit OS when you download the driver

does it work with windows 8.1

Yes, I run it on a Windows 8.1 laptop every day all day. You might have to download more recent driver's from the manufacturer's website though.
