Does this fit the Wen 3421 lathe?

If the 3421 is MT2 taper it will work.

What is the diameter of the tapered shaft?

The shaft is 5/8 inch. I needed the 1/2 inch for the small wen lathe so I returned it. I had to find another brand, the wen 1/2 in wasn't available.

Will this fit a wen 3421 mini lathe?

NO. I have the 3421, so I needed the mt1 drill chuck 1/2 inch taper.

Is the end threaded for a draw bar?

The arbor has recessed threading at the small end of the taper. It is long enough to be self-ejecting in the tail stock on my ENCO 9x20 lathe. (same design is sold by Grizzly and Jet). I understand that if you use the knock-out rod included with WEN compact lathes to remove it, the rod gets it's end fouled in the threads, sometimes jamming in the arbor and always damaging the chrome plating on the tip of the knock-out rod.
