Absolutely not. The scent of the hangers themselves is not at all strong but it's pleasant in the wardrobe though not at all on the clothes.

Do you have to do something specific for the moth killer hanger to work?

Just take it out of the sealed bag. Pop it in the wardrobe. Check after 6 months to see if it shows as ended

Will these work in wardrobes with carpert beetles?
