Q: Does this panel come with a ceiling mounted frame?

No. You need to buy a separate mounting kit. I bought it for my garage and just carefully drilled the frame and secured it to the wooden rafters. I'm very pleased with the light output.

Q: Does this light panel come with wiring instructions for connecting it up to household electric wiring supply ? Thank You

No, but if you are simply changing the light fitting this is easy (its the frame that you can buy with it that makes in a pain)

Q: Is this light dimmable?

No. The Manufacturer's Information contains these four 'bullets': * Long life span thanks to LED technology * Easy to set up * Produces better light with less heat * NOT Dimmable

Q: Will I need an electrician to install this? I just want to attach it to the wall to use as a fake window. I am renting my flat.

It's fairly straightforward. You will need a connector block or junction box to connect the power to the lighting panel cable. You will need to have space or be ablle to recess the units driver behind the panel into the wall. You will also need to order a frame to fit the panel into.
