Does it still stick if frame is placed on the wall over a radiator?

If the heat from the radiator is too intense then it will affect the whole frame and its contents, especially if the frame is made from wood. I think the last thing you need to worry about is whether the tape will continue to stick. It will for a while, but will eventually dry out and become ineffective. If the radiator has a thermostat turn it to its lowest setting or put a shelf over the radiator to deflect the heat from rising against the wall.

Can you use this tape for decorating as well as for picture framing?

If you mean can you use the tape as a masking tape, to cover areas where you want to protect it from the paint you are applying I would give it a try as a test. The tape has good bonding properties, which should / could form a barrier to the paint creeping under it, but I have never tried it out for this purpose. Good luck.

I see no reason why not it would take paint. However, it is intended to keep dust etc out from behind a picture frame.
