Looks like nVidia have a serious security flaw in these 4000 series, is that accurate? 615 Watt load?

It only runs over 600 watt with a specific bios from the manufacturer. Mine came with the stock bios and hasn't hit over 480 watts at 3030 core 11ghz memory. Temps are fantastic barely hitting 70C in demanding games. 600 watt is really only needes for heavy benchmarking. The last I checked PNY didn't have it ready to download yet. Security issues were fixed in drivers.

Are there any waterblocks for this card

Yes, you would be looking for the waterblocks labeled "reference model". I know alphacool makes 2 different ones for hard tubing and one that has a built in 360mm aio with solid backplate and quick connect tubes

Is 1000psu is enough to run this 4090 no OC version,?

The minimum power requirement for this card is 850W, 1000W PSU would be plenty.
