what are the dimensions of the fans?

The fans are flush relative to the top of the heatsink. If you're trying to replace the fans, they're approx 1" square and 3/8" high. They are held in place by 4 machine screws (provided). I like the heatsink as it doubles as a case. With the Pi 4 you MUST use a heatsink, a fan is good. The postage stamp stick-on heatsinks that you could use on a Pi 3 are not sufficient to remove the heat.

what temperature range does this extend the device to?

This information regards only the cpu: Idles at around 40c, using synthetic stress test it maxes out at 50c, with overclocking to 1.75ghz it maxes out at 53c

Would the aluminum case (enclosure) weaken or block bluetooth and/or wifi signal?

I have installed raspap on my Pi 4 with this case to connect to it from my tablet when I am on the go when I need a full desktop and have not had any issues connecting to it wirelessly or connecting any other bluetooth device or wireless network

Fan is not spinning i installed the heat sink and fan, powered up the raspberry pi4, but the fan is not spinning. am i using the correct pins?

There are 2 rows of pins. Farthest from the network jack on the right row, the first 2 are +5, and the 3rd is negative, so, red to either of the first 2, and black to the 3rd
