Is this all weather-resistant / waterproof ? my front one after changing the batteries and riding in the rain, no longer works.

Yes it is. You can be extra cautious by smearing a very thin layer of vaseline on the rubber/silicone seal, on both sides of it. But it's not really necessary. Remember, there are natural drain holes built into many torches, in case they get wet. Providing the torch is fitted correctly (namely not upside down or sideways) then any water will naturally drain out.

will the bracket allow fitting to stem post (so light is in upright position)?

You can put the light in either upright or sideways into the mount. This is independent of the actual mounting. I am not sure of your stem but this seem feasiblie yes

Can the angle of the light be adjusted?

If the light is mounted in the vertical position using the seat post adaptor you can angle the light holding bracket up or down slightly. My seat post slopes backward so this helps ensure the light is mounted vertically

Does the light have a quick release mount?

Yes. If you use the mount that goes round the seat post, there is a small lever that can be depressed so the light can be slid out.
