Yes, you can. It is a flat sheet pasta maker and it comes with a piece that allows you to do both tagliatelle and spaghetti. You can remove the Tagliatelle/spaghetti and keep only the main pasta maker. However, it helps a bit as support for your pasta sheet in some cases.

can this double cutter pasta machine makes a dough for samosa

I have never tried. Most of the recipes I have use filo pastry. I wonder if this machine would roll the dough thin enough without becoming too difficult to work with. Do you know anyone who has one. Maybe you could borrow a machine to try. Sorry couldn't be more help.

How easy is it to clean please?

As the pasta will be pretty dry when it goes through the machine, you'll likely only need to dust down the flour at the end so therefore it's quite easy to clean.

Is it possible to make Penne/Fusilli using this maker?

No! It doesn’t make any shaped pasta. It rolls the pasta, so will make sheets for lasagne. It also cuts the flat sheets so will make tagliatelle or spaghetti or finer noodle sized pasta.
