Can this be used as a touch up to repair a aluminium statue?

As an artist I would say no, these paints are easy to use and adhere well but have no scratch resistance as they are acrylic. Buy a tin of Humbrol enamel - MET 56 (ALUMINIUM) - this is close to a real aluminium finish if it's only for scratches and not much larger areas. It will dry to a strong surface. That is what I would do anyway .

Is this suitable for Diecast metal

Yes, it will adhere to metal. Probably best sprayed through an airbrush if available (otherwise I would personally use a rattle can primer) but should also work brushed on albeit may take a few coats.
