Will this mow a really overgrown lawn ie grass and plants of 10 inches high or more?

No not a chance. I think it says somewhere 3 inches and I would say that's about right. It's great for whipping out the shed and giving the grass a quick cut to keep it down bit if left too long I have to borrow a mower to cut it first

Does the handle fold?

Hi, no I'm afraid it doesn't. On the plus side I think this is an excellent push mower. We have 4 lawns covering nearly half an acre. I use one of these for the 2 smaller ones as the terrain is tricky for the larger petrol mower. The Webb cuts beautifully with an excellent finish. I've had many push mowers over the years and this is one of the best. The handle stands over and above the mower in the shed, so really doesn't take up much room. I don't bother with the grass box, I leave the clippings on the lawn to mulch it.

In all honesty, I have never had to use mine for a steep slope, and also, it would depend on how steep the slope is. Sorry I can't be any more specific.
