Is this product wheat free, I see it’s soy free but nothing about wheat?

Yes, All-in-one Training treats are wheat free. The ingredients are Chicken, tapioca starch, pork broth, coconut glycerin, molasses, ground flaxseed, bacon, fish oil (preserved with mixed tocopherols), yeast culture dehydrated (Saccharomyces cerevisiae), pumpkin, bacon flavor, citric acid (as preservative), salt, mixed tocopherols (as preservative).

How many treats can you give the puppies?

These are very small and I have been giving my pup a lot during training and it doesn't seem to hurt her. It doesn't state on the bag that there should be a limit per day or anything. The treats are just short of a 1/2 inch on top and 1/16 of an inch by 1/8 of an inch thick. I hope that helps.

Can anyone tell me how many treats are in the 12oz bag? I scoured the images but couldn't see that number.

I can't give you an exact number, but there are lots. I'd say there are 10 to 12 to a tablespoon & there are 2 to 2 1/2 cups in a package. Hope that's helpful.
