It depends on the age of the children. I would say teenagers but not little ones.

Will these fit around a woman's legs (size 10)

Not really, they are quite stretchy, not as stretchy as normal nylon tihghts, and they are short as they are only meant for your arm. I am a size 10 and just tried for you, and they will only go up to my knee, and if you wore two of them on one leg the top one on your thigh my be quite tight.
