Can you use this as a translucent powder to bake your face with??

You can, but if your planning on taking photos with a flash then don't. You'll look like you have baby powder under your eyes on the pictures.

Would you recommend using this powder over the top of the clown white costume make up or should I use the white setting powder?

We used this and it worked fine but in fairness we also topped it up with talc

If you use the setting powder can you then add other detail in different colours on top?

I've never done that as it is a setting powder. However why not experiment , after all isn't that the fun of makeup?
