Unless they are very small indeed, you might struggle to get a 12 or 13 year old in this bag.

Is this backpack waterproof????

No. Water resistant only, like most rucksacks are. For full waterproofing you would have to buy a very expensive rucksack from a professional camping store. Alternatively use a waterproof liner which is what most people do.

The technical details say this pack is "701 x 1,250 x 1,850 cm" which is the size of a family fridge/freezer. Can anyone clarify the actual size pliz

Facing the Targus CN418, 50 cm (W) 35 cm (H) 6.5 cm (D). It easily fits a 17" - 18" laptop, it would be very large for 13" laptop. At 6.5 cm (D) it's a relatively thin laptop case, and too thin for me, so I'm about to return the item to Amazon in exchange for a simarly sized case with more depth (8 cm or more).

Is it too large for a 13-inch laptop?

The back pack has an internal pocket which you place the laptop in and then secure in place with a velco strap. The fit is by no means snug but, it will not come out if you had to make a mad dash for a train for example. I love this back pack it is affordable and well made - it is great!
