I am an ameteur artist and I am trying to find some markers that are pretty easy to work with, these are a little out of my budget, are they worth it?

These markers are easy to work with if you have the correct blending colors. I would recommend that you look at some Youtube videos and learn as much as you can about the markers before making your decision to spend the money.

Are these particular Copic Markers the refillable kind?

All of the copic markers are refillable.
