Can this be placed directly on concrete?

Will perennials winter over in this bed if placed on a concrete patio? We have a few weeks of zero temps.

Can critters make their way through the bottom of it if placed on soil ground?

We haven’t had any issues with any bugs so far but we did place a piece of cardboard at the bottom of each section to help prevent this from happening
