Water gets inside the top cap. Can the cap be taken apart to wash?

Hi，the cap can not be taken apart. Please cover the cap on the hand juicer and let the tiny holes downwards，the water will naturally flow out from the tiny holes. The top is seal except for three tiny holes like some kind of stomata. You can not split the top cap by hand.

The top portion holds water in it after washing, any way to take apart the top to drain it out?

You can’t take apart. But what you can do is to point the hole towards the ground and let the water flow out. Then point the hole upwards to let the water settle to the center and point to downwards again to let the remaining water flow out. This way you are removing all the water out. Finally let it sit dry and you are good from there.
